History of DDA and its formation

The history of DDA goes back to the year 1957. Delhi Development Authority (DDA) was created under the provisions of Delhi Development Act “to promote and secure the development of Delhi”.
The growing popularity of Delhi as the national capital has increased day by day and DDA can be credited for this rapid and planned development. Currently, Delhi consists of around 11 million people and more people are pouring in from the various states each day.

Delhi has gained prominence in the 1911 when the capital of British-dominated India shifted from Kolkata to Delhi. During the British rule, two renowned town planners Edward Lutyens and Herbert Baker planned the city of New Delhi as early as in 1912. Delhi saw a huge influx of population since the year of India’s Independence in 1947. It was only after that an increased number of people started migrating to Delhi drastically increasing its population from 7 lakhs to 17 lakhs within a very few years, by the year 1951.

With this rapid population increase due to migrants, the civic services practically became non-existent. The rapid and sudden change was poorly handled by the then local bodies:  Delhi Improvement Trust and Municipal Body. Thus a committee was appointed under G D. Birla as the Chairman in 1950 to check the haphazard expansion and development of Delhi. A Single Planning and Controlling Authority was proposed to look into the development of all urban areas of Delhi. Then, on 30th December, 1957, Delhi Development Authority (DDA) acquired its present status and assumed its functions and responsibilities as the ninth builder of the grand city of Delhi.

Main Functions and responsibilities of DDA

DDA is entrusted with a multitude of responsibilities, all of which aim to make this City and better place to live. Some of the areas that are looked after by DDA are as follows:

  • Planning: Planned development of the capital is the main function of DDA and it has a huge and efficient team of town planners.
  • Housing: It started its housing activities in the year 1967 and since then has built nearly a million houses providing housing to nearly half of the population residing in the capital currently.
  • Land disposal: Delhi Development Authority acquires land and then develops these lands in a planned manner in accordance with the Master Plan and Zonal Plans. DDA also allocates land and properties for residential, commercial, industrial, and institutional uses. 
  • Land management: Manages all allocated lands.
  • Engineering: Designing, planning and construction works.
  • Land scape: Turning Delhi into a green city and protecting the natural environment and enhancing its beauty are the main functions.
  • Sports: Provides and creates a huge network of sports facilities and nurtures budding talents.
  • Horticulture: Maintains horticulture.
  • Urban heritage: Delhi is a melting pot of a hundred layers of culture, civilization, and history. To preserve its rich and glorious heritage DDA plays an enhanced role.
